Chief Secretary Manoj Kumar Singh has given instructions to tighten and improve the security system of the hospitals of the state. He has issued a detailed guideline in this regard on Tuesday evening. This guideline has been sent to all medical colleges and medical universities.

In the issued instructions, the safety of everyone including health workers, patients and attendants has been made mandatory. Instructions have been given to put up a display about the punishment for criminal acts in the hospital. ‘Hospital Security Committee’ and ‘Violence Prevention Committee’ should be formed which include senior doctors and administrative officers, so that proper security measures can be strategized and implemented. Entry to major areas of the hospital should be regulated for the general public and the patient’s attendants / relatives. Issue a visitor pass policy.

Make provisions for safe movement of resident doctors/nurses/other medical personnel during night duty in various blocks and hostel buildings and other areas of the hospital. Ensure proper lighting arrangements in residential blocks, hostel blocks and all other areas of the hospital premises. Install CCTV cameras at all entry and exit points of the hospital, corridors leading to patient rooms and prominent places in the premises and establish a 24/7 manned security control room. Publicise the number of the nearest police station.

Possibility of setting up police posts as per the number of people visiting medical institutions, number of beds and facilities. Sexual Harassment of Women at Workplace (Prevention, Prohibition and Redressal) Act – Form an ‘Internal Complaints Committee’ to resolve complaints.

In case of any violent incident against a health worker, without expecting a complaint from the victim health worker, the institution should itself lodge an FIR in the nearest police station and take prompt action by coordinating with the police. Verify the health workers.

Ensuring a system of checking of persons and luggage at each entrance of the hospital, so that no weapons are carried inside the medical establishment.
